Meet Dirk

In March 2022 Dirk was elected as the president of the Hickory Ridge Civic Association. Over the last 38 years, Dirk and his family have lived in our wonderful neighborhood. He loves Hickory Ridge so much that when he was moving on from his first home, he purchased his next home in HR as well! The Klobucar's love the location of Hickory Ridge and have become great friends with many of their neighbors. Dirk is eager to encourage more residents to be involved in the care of and management of the subdivision. "I am serving as president because my neighbor talked me into it. However, I would like to do a better job of showing what the HRCA does by making it very obvious and transparent to the people living in the subdivision."

Meet John

In March 2022 John was elected as the treasurer of the Hickory Ridge Civic Association. He and his family have lived in Hickory Ridge since October 2019. John loves that we are a well established, diverse neighborhood with big yards, beautiful oak trees, and friendly neighbors. He would love for more residents send in their annual dues so that we can keep our neighborhood well lit and secure. "I am serving as a board member to help maintain the security and beauty of the neighborhood. I hope to get more people to participate in keeping this neighborhood a wonderful place to live."

Meet Judy

Meet Judy Klobucar! In March, 2022 Judy was elected the Secretary of the Hickory Ridge Civic Association. She and the HRCA President, Dirk Klobucar, have lived in our lovely neighborhood for over 30 years. Their primary goal as association officers is to encourage neighbors and friends to become active residents of Hickory Ridge. They feel strongly that our large neighborhood cannot remain an attractive, desirable subdivision without the help of residents who are willing to volunteer time and effort toward the maintenance and safety of its residents.

Our Community

Our well-established subdivision consists of 592 spacious, single-family homes with large lawns that are great for entertaining and comfortable living. Homes in Hickory Ridge were built between 1974 and 2000. You will find a mixture of home styles in Hickory Ridge including Acadian, French and Traditional. Homes in Hickory Ridge Subdivision in Baton Rouge have anywhere from 3 to 5 bedrooms, 1,400 to 4,000 square feet of living area.

About Hickory Ridge

Hickory Ridge Subdivision established in the mid-1970’s in East Baton Rouge Parish, just outside of the city limits proper, lies between Coursey Boulevard and Tiger Bend Road near Jones Creek Road.

This well-established subdivision consists of 592 spacious, single-family homes with large lawns that are great for entertaining and comfortable living. Homes in Hickory Ridge were built between 1974 and 2000.

You will find a mixture of home styles in Hickory Ridge including Acadian, French and Traditional. Homes in Hickory Ridge Subdivision in Baton Rouge have anywhere from 3 to 5 bedrooms, 1,400 to 4,000 square feet of living area, and currently sell for $180,000 to $400,000+.

All residents are encouraged to join the Hickory Ridge Civic Association (HRCA), which provides a number of benefits to the members. Dues are $60.00 per year, which is a bargain when compared to other nearby civic and homeowner associations in Baton Rouge.

Meetings of the association are held at 7 p.m. on the 1st Tuesday in March, June, September, and December at the Jones Creek Regional Library.

For Baton Rouge Citizens Service Call Center (for non-emergency issues) related to City-Parish government services – Call 311 for Blight Issues (such as illegal signs, unsecured properties, junk, debris, litter, overgrowth of property, abandoned vehicles, and problem garbage containers (which will be reported to investigators and possibly sent to EBR Parish Blight Court). Rules and Restrictions

Rules & Community Restrictions

All of the lots contained in this subdivision are hereby designated as residential, and they shall be used for none other than residential purposes. No building shall be erected, altered, placed or permitted to remain on any lot other than one single-family dwelling not to exceed two one-half stories in height with usual and appropriate outbuildings and a private garage and/or carport designed to house no fewer than two (2) nor more than four (4) automobiles. The owner of any two adjoining lots having frontage on the same street may erect a residence on said two lots, which shall be considered for the purpose of these restrictions as one building lot. No lot or lots shall be sold except with the description shown on the official plat of the subdivision, provided, however, that any lot or lots may be subdivided or replatted with the written consent of the Hickory Ridge Subdivision Council (hereinafter constituted).
This filing of the subdivision will be served by an underground electric distribution system except where the elevation of the ground is such that underground electric facilities would be impractical or dangerous in the opinion of the utility company serving the subdivision. The type of service supplied will be alternating current at approximately 60 cycles per second, single phase, three wire, 120/240 volts, and metered at 240 volts. Any purchaser of lots in Hickory Ridge Subdivision, First Filing, understands and agrees that only underground electric service at 120/240 volts, single phase, three wire, will be available and the locked rotor current of any motor connected to this service will be limited in accordance with standard service practices of the utilities company.
The minimum area of residential structures shall be as follows:
- For any single story residence, one thousand eight hundred (1,800) square feet of total living area, with the exception of those lots fronting on Hickory Ridge Boulevard, as to which lots the minimum shall be two thousand (2,000)square feet, and with the further exception those lots fronting on Tiger Bend Road, as to which lot's the minimum shall be two thousand two hundred(2,200) square feet.
- For two story residences, two thousand five hundred (2,500) square feet of total living area, with the minimum of one thousand five hundred (1,500) square feet on the ground floor. In determining the "living area," open porches, screen porches, porches with removable storm window, breezeways, patios, landings, outside or unfinished storage or utility areas, garages and carports shall not be included.
No buildings(and this includes carports and detached covered structures) shall be located on any lot nearer to the front line than thirty (30)feet (with the exception of those lots fronting on Tiger Bend Road, as to which lots the minimum setback line shall be fifty (50) feet) nor nearer to the side property line than eight (8) feet. Carports or garages may be attached to the main dwelling provided that they are not nearer than ten (10) feet to the side property line. The maximum building setback line shall not be greater than fifty-five (55) feet, except that the maximum setback line shall be eighty (80) feet as to those lots fronting on Tiger Bend Road. Garages and other permanent accessory buildings located on the rear one-third (1/3) of the lot may be located as near as five (5) feet from the sideline and seven point five (7.5) feet from the rear line. Eaves on such buildings shall not extend over the property line. No garage or carport shall open to any street on which the residence faces unless the garage or carport is wholly on the rear one-third (1/3) of the lot. No garage or carport shall open to any side street unless it is no closer to the street than the minimum setback distance as shown on the official subdivision plat. The Hickory Ridge Subdivision Council shall have the authority to vary the front and side building line requirements in cases where in the Council's opinion topographical features or irregular lot dimensions warrant such a variance or where such variance would prevent the destruction of one or more desirable trees, except that in no instance may the front or side building line requirements be less restrictive than required by the present zoning ordinance for the Parish of East Baton Rouge in A-1 areas.
Servitudes and rights of way for the installation and maintenance of utilities and drainage facilities, as shown on the map of record, are dedicated to the perpetual use of the public for such purposes.
No residence or building of any kind, no improvement which extends above ground level, and no fence shall be erected, placed, altered, or permitted on any lot unless and until the construction plans, specifications, elevations, and a plan showing the location of the structure shall have been approved in writing by the Hickory Ridge Subdivision Council as to harmony of exterior design with existing structures, and location with respect to topography and finish grade elevation. No fence_ or wall shall be erected, placed or altered on any lot nearer to any street than the minimum building setback line unless similarly approved.
No building or structure shall be constructed of imitation brick, imitation stone, concrete block or asbestos on the exterior; and the Hickory Ridge Subdivision Council may impose other appropriate and reasonable standards for exterior finishes and materials so that such finishes and materials which it may deem undesirable or which in its discretion detract from the value of the dwelling itself of the surrounding properties, the general appearance of the neighborhood or the value of the adjacent structures will not be utilized.
The main residence building constructed on any lot shall face and front on such lot. On all of these lots all driveways and provisions for ingress and egress shall be from such street except on any corner lot the driveway may be placed to run from the side street.
The Hickory Ridge Subdivision Council shall be composed of:

- Wendell W. Wells, 1332 Sorrel Avenue Baton Rouge, LouisianaA majority of the Council may designate a representative to act for it. In the event of the death, resignation or inability to serve of any member of the committee, the remaining members shall have full authority to designate a successor. Neither the members of the committee nor its designated representatives shall be entitled to any compensation for services performed in connection with the administration of these covenants. At any time the then owners of a majority of the lots shall have the right and privilege by executing and recording in the office of the Clerk and Recorder of the Parish of East Baton Rouge an appropriate written instrument, to change the membership of the committee or to withdraw from the Council or restore to it any of its powers and duties.
No garage apartment shall be erected or permitted on any lots. However, garages with living quarters may be erected for occupancy by servants domestic to the family residence on such lot; but otherwise a garage may not be used as living quarters.
No structure of a temporary character and no trailer, basement, tent, shack, garage, barn or other building shall be used as a residence either temporarily or permanently.
No commercial business or noxious or offensive trade or activity shall be conducted on any lots, nor shall anything be done thereon which may be or may become an annoyance or nuisance to the neighborhood; this shall not be interpreted to restrict a builder from erecting temporary warehouses and/or offices on any lots for the construction of houses on other lots.
No signs of any kind shall be displayed to the public on any lot or in the streets of the subdivision, except one sign of no more than five (5) square feet advertising this property for sale or rent or customary signs used by a builder or real estate broker to advertise the property during the construction and sales period. However, this limitation shall not apply to the developer of the subdivision.
No oil drilling, oil development operations, oil refining, quarrying or mining operations of any kind shall be permitted upon or in any lot, nor shall oil wells, tanks, tunnels, mineral excavations or shafts be permitted upon or in any lots. No derrick or other structures designed for the use in boring for oil or natural gas shall be erected, maintained or permitted upon any lot.
No animals, livestock or poultry of any kind shall be raised, bred or kept on any lot except that dogs, cats, or other household pets may be kept, provided they are not kept, bred or maintained for any commercial purposes or in such numbers or conditions as may be offensive to other property owners in the subdivision.
No lot shall be used or maintained as a dumping ground for rubbish, trash, garbage or other waste. All incinerators or other equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition. Upon completion of a residence, all debris shall be removed from the premises immediately. Garden compost may be kept in quantities required by the household only, provided it is not visible from a street and is kept free of obnoxious odor and insects.
Lot owners shall keep their respective lots mowed and free of noxious weeds. In the event that an owner fails to discharge this obligation, the Hickory Ridge Subdivision Council may, in its discretion, cause the lot to be mowed, and the owner of such lot shall be obligated to pay the cost of such mowing.
No boats, vehicles, campers, or trailers of any kind or parts or appurtenances of any boats, vehicles, campers or trailers shall be kept, stored, repaired, or maintained on any street or on any lot nearer to the street than the minimum building setback line, nor shall any be kept, stored, repaired or maintained on any lot behind the minimum building setback line in any manner which would detract from the appearance of the subdivision.
No building materials and no building equipment of any kind may be placed or stored on any lot except, in the actual course of construction of a residence or other building thereon. No vacant lot shall be used for farming purposes, except that flowers, vegetables and shrubbery may be grown for non-commercial purposes.
Every owner of a lot in Hickory Ridge Subdivision, First Filing will automatically become a member of and subject to the regulations of Hickory Ridge Improvement Association, which association will have the specific right, upon the vote of a majority of the members, to levy and collect from each lot owner an annual assessment not to exceed four (4) mills per square foot of lot area or improved lots with a residence thereon, and three (3) mills on unimproved lots, the revenue from which will be used for such purposes as will, in the opinion of a majority of the members, benefit the residents and property owners in Hickory Ridge Subdivision, First Filing. Such purposes may include garbage collection, maintenance of neutral grounds and unimproved lots, police services, and other services generally undertaken or furnished by such private associations of property owners. In no instance is any lot owner to be assessed on the basis of more than 20,000 square feet.
These covenants are to run with the land and shall be binding on all parties and all persons claiming under them for a period of twenty-five (25) years from the date these covenants are recorded, after which time said covenants shall be automatically extended for successive periods of ten (10) years unless an instrument signed by a majority of the then owners of the lots will have been recorded agreeing to change said covenants in whole or in part.
If the owner, purchaser or occupant of any lot in this subdivision, or his heirs, successors or assigns shall violate or attempt to violate any of the restrictive covenants herein, it shall be lawful for any person or persons owning any of said lots to prosecute any proceedings in a court having jurisdiction against the person or persons violating or attempting to violate any such restrictions, either to prevent him or them from so doing or to recover damages for such violation.
Invalidation of any of these covenants by judgment or court order shall in no way affect any of the other provisions hereof and the latter shall remain in full force and effect.

Jillian T. Crawford

In March 2022 Jillian was elected as a board member of the Hickory Ridge Civic Association. She and her husband Blake have lived in HR since 2015. Jillian likes the location of Hickory Ridge and especially likes the bigger lots we have compared to most of the newer subdivisions. She would like to see our civic association be able to afford an increase in police patrol to keep our neighborhood safe. She also hopes to see our entrances kept up and looking beautiful. Jillian became a board member so that she could do her part keeping Hickory Ridge safe and well kept.

Jorge Flores

Jorge and his family moved to Hickory Ridge Blvd in late 2020 after he and his wife, Virginia, opened JoVi's Tacos, right around the corner on Coursey Blvd in February 2020. Originally from Mexico, Jorge has lived in Baton Rouge for 7 years. The Flores family has fallen in love with the community feel and support the past three years since opening their restaurant and living here in Hickory Ridge. Jorge serves on the HR board and gives back to this community.

Cassidy Saia

In March 2022 Cassidy was elected as a board member for the Hickory Ridge Civic Association. Cassidy and her family moved to Hickory Ridge in February of 2019. They love being able to ride their bikes to the park, library, and bank. They also love the location of our neighborhood. As a board member and resident, Cassidy would like to have more social events for neighbors to get out and meet each other. Cassidy said, "My main reason for serving as a board member is because I want to keep Hickory Ridge wonderful and safe for my family and yours."

Brad Smith

In March 2022 Brad was elected as a board member of the Hickory Ridge Civic Association. He, his wife Haylie, and their 3 children have lived in Hickory Ridge sinceJanuary 2021. Brad moved his family from Prairieville to Hickory Ridge so that they could be closer to his wife's family. Haylie has many relatives living in Hickory Ridge including her sister, brother, two uncles, and two cousins! That's 7 households of Serio family members in our neighborhood! Haylie's late grandfather, Rudy Serio, served as the president of the HRCA for 25+ years. The neighborhood is very special to all of the Serio family. Brad hopes more young families will continue moving into our beautiful neighborhood. As a board member he hopes to continue the legacy of the previous HRCA board members.
